Consumer Product Safety Law

Prior to his return to Alaska, Mr. Troutt served as  Senior Legal Advisor to the Consumer Product Safety Commission’s Chairman Hal Stratton. In this capacity, Mr. Troutt played a key role on the Chairman’s management team, taking the lead on legal issues, including pending Commission regulatory, investigative and enforcement actions. Mr. Troutt also advised and assisted the Chairman in managing the agency and directly supervised the offices of the General Counsel and the Compliance Departments. Mr. Troutt was the chief negotiator in the settlement of the administrative action against the Daisy Company, a manufacturer or air guns. He also played a lead role in the first visit of a Chairman of the CPSC to the People’s Republic of China, and represented the Chairman at meetings in London and at the Asia Pacific Economic Confernce in Santiago, Chilie. He visited Ottawa to teach a training program to employees of Heath Canada, and began the process that eventually let to increased sharing of information between the two countries, and joint USA-Canada recalls.

Mr. Troutt also served as an adivisor to the Province of Ontario in the development of Canada's first product safety regulations containing mandatory recall authority.
